PolarSat signs $12M VSAT contract with Air Traffic Management Bureau of the General Administration of Civil Aviation of China

Montreal, Quebec, Canada, September 27, 2004 – PolarSat, a privately-held Canadian company focused on the development and manufacture of satellite communications equipment, is pleased to announce that it has received a major contract from China Aviation Supplies International Tendering Co. Ltd for the equipment supply, installation and technical services for a complete VSATPlus II satellite communications system. The End User of the network is the Air Traffic Management Bureau, a division of General Administration of Civil Aviation of China (CAAC).

This procurement of commercial VSAT equipment is widely known in China, is valued at almost $12M and is expected to grow in the near future.

This VSATPlus II network will connect the ATMB headquarters offices and regional centers in a full mesh network. All sites will support a complex mix of voice and data communications. A combination of preassigned (PAMA) and on-demand (DAMA) voice circuits are provided for normal telephony traffic as well as hotline applications (for example, ATC controllers to ATC controllers). Data communications include both circuit-switched (synchronous and asynchronous) and packet data (Frame Relay) services, providing the necessary transmission facilities for such applications as radar multicasting, LAN to LAN connectivity, client-server applications and general corporate communications. Another important application to be supported by the network is the ability to provide backup connectivity to the ATMB’s recently deployed fiber optic ATM network. In the event of a terrestrial line failure, satellite bandwidth will automatically be reallocated to restore service.

“Ku-band VSAT network is very important to ATMB’s construction and applications. The VSATPlus II technology from PolarSat is the selected product following a strict bidding process. We believe that its features such as no single point of failure are essential for ATMB, CAAC”, states Madame Lu, Deputy Director, of ATMB, CAAC.

“This contract solidifies and reaffirms VSATPlus II’s position as the uncontested leader in civil aviation network. Its inherent robustness and redundancy capability makes the VSATPlus II product a perfect fit for this application”, states Marc Lupien, Executive V.P. Sales & Marketing, PolarSat.

Cos Modafferi, PolarSat's President and CEO affirms "PolarSat is proud to contribute to the long standing fruitful relationship between our two countries, Canada and China."

The VSATPlus II provides a full mesh, hubless network with no single point of failure and offers the greatest ease of network configuration and expansion. It supports the most demanding network applications including high quality voice, low and high-speed data, video conferencing and fax - all in a single low-cost, integrated platform. Combined with the unique direct E1 telephony and Frame Relay interface, the VSATPlus II is the most cost-effective satellite communications solution for multi-line and/or multi-application networks in the world.

ABOUT POLARSAT

PolarSat Inc. is a privately-held company focused on the development and manufacture of satellite communications terminal equipment and systems. The company employs some 94 people.

PolarSat offers three distinct product lines of satellite-based networking products. In addition to the VSATPlus II, PolarSat also offers the FlexiDAMA (TDM-SCPC/DAMA) and NANOOK (DVB-RCS) Product lines. FlexiDAMA uses SCPC-DAMA satellite access technology to provide full mesh circuit and packet switched connectivity with dynamic in-circuit bandwidth-on-demand to provide maximum flexibility and bandwidth efficiency. Further, the company’s SkyIP (IP-based technology) offers remote offices simplicity and scalability across a wide range of telecommunications services, including Internet access, LAN/WAN interconnects, voice, data, and on-demand video teleconferencing. The NANOOK product line, including the family of KODIAK remote terminals is based upon the DVB-RCS open standard. Building upon this published air interface (DVB-S forward link, MF-TDMA return link), the NANOOK product line extends the capability and functionality of this broadband access technology through an elegant integrated suite of IP enhancements. Quality of Service (QOS), TCP Performance Enhancements (PEP), IPCompression, IPSec, Firewall, and DHCP form the core of a robust and extensible product line.
